Administrative System at Union Level

The Union-level administrative system in India is based on the provisions of the Constitution. Its main objective is to maintain law and order, formulate national policies, implement government programmes, and ensure effective governance throughout the country. The major institutions of Union administration are the President, Prime Minister, Council of Ministers, Parliament, Central Secretariat, and various ministries and departments.

The President is the constitutional head of the Union. The executive power of the Union is vested in the President, but it is exercised according to the advice of the Prime Minister and the Council of Ministers.

The Prime Minister is the real head of the Union government. The Prime Minister leads the Council of Ministers and plays an important role in coordinating the activities of different ministries and departments. The Prime Minister also acts as an important link between the President and the Council of Ministers.

The Council of Ministers assists and advises the President in the exercise of executive functions. It formulates government policies and is collectively responsible to the Lok Sabha.

The Parliament consists of the President, Lok Sabha, and Rajya Sabha. It performs important functions such as making laws, approving the budget, and exercising control over the executive.

The Central Secretariat assists ministers in policy formulation, administration, and coordination. Different ministries and departments function under the Union government. The Cabinet Secretary plays an important role in coordinating the work of various ministries.
